Inside the Islamists’ Dark Chambers in Sudan. The True Nature of A State Sponsoring Terrorism
A reflection on the leaked document regarding the Deliberations of the meeting between NCP Chairman, the Chairman of the Negotiation Delegation and the Security and the Military Committee. Date 18/11/2018
Attendants: ♣ Field Marshal Omer Hassan Ahmed al-Bashir –The President of the Republic and Chairman of National Congress ♣ Dr Faisal Hassan Ibrahim – Deputy Chairman of the National Congress, Assistant to the President of the Republic and the Chief Negotiator. ♣ Lt-Gen Kamal Abdalmaruf Almahi – Chief of General Staff. ♣ Dr. Abdalrahman Ahmed al-Khidir – Chairman of the Political Sector ♣ Lt-Gen (PSC) Salah Abdalla – Director General of the National Intelligence Security and Service. ♣ Prof Ibrahim Ahmed Omer – Speaker of the National Assembly ♣ Engineer Tarig Hamza Zeinalaabdiin – Director of Popular Security, Executive Director of Sudatel Companies Group The meeting discussed different issues and the most important topic was how to deal with the SPLM/A-N. Regardless of the source or whether the document is authentic or not, the content reflects the mind-set and practices of the NCP. The reality on the ground represented by the movement of troops and the air force is in line with some of the strategies laid out in the document. The following observations are worthy of notice. • The attendants and their positions indicate the mentality and security strategy of the NCP in dealing with the negotiation File. • The document disclosed the inseparable link between the Islamic Movement and the ruling regime. • The document depicts the principles, strategies, objectives and means of achieving the objectives. The principles and strategies: 1. The meeting confirmed and emphasized (the National Constants) and the Theocratic state, rejection of the democratic reform, Equality, denying the rights of the Marginalized people and their existence. Al-Bashir stated in the leaked document: “The system of government in Sudan is Islamic and no concessions on Sharia laws, the identity of the state is Islamo-Arabic and commitment to the Charter of Arab League – any draft of framework agreement or negotiation agenda should not tamper with the national constants, the aspirations of the Islamic Movement and the NCP” 2. The position of NCP on land issues in the Marginalized areas according to the leaks, is expressed by the following quotes from the joint Chief of staff 1st Lt.Gen. Kamal Abdulmarouf: “There are no lands for Nuba in South Kordofan – these are Sudanese Lands inhibited by all Sudanese tribes. The situation in South Kordofan is different from South Sudan where land was allocated since the British Colonial Era” Ibrahim Ahmed Omar added: (are there any lands specified to Nuba with Alhilu that he wants to distribute. South Kordofan lands belong to many tribes which are the majority, and how the minority decides on behalf of the majority). Omar Al-Bashir also expressed his fears of SPLA presence and said: (the presence of SPLA in the two areas still poses a direct threat to the National Security and it stunts investment projects in South Kordofan. We negotiated to collect the arms and retrieve our lands). 3. The leaks proven that the NCP uses war as strategy to stay in power for longest possible period and they are not serious to achieve peace. Al-Bashir stated: “What makes Alhilu to raise the ceiling of demands for the Nuba people which the Sudan Government and its allies in the South has settled the issue of liberating the Two Areas and Darfur from the armed Movements؟” Faisal Hasan Ibrahim, the Chairperson of the government delegation stated: “Negotiation will not succeed unless Salva Kiir force Alhilu to make concessions; we negotiate directly with the Field Commander or a rapid military operation to force them to accept NCP’s conditions. 4. NCP’s attempt to go around the core issues, avoiding to address the root causes of the problem, and trying to achieve a fake peace to convince the regional and international communities that they are serious. This was asserted by Omar al-Bashir when he said: “Negotiations with the Darfuri Movements will be based on Doha agreement and their visit to Addis Ababa is to sign Cessation of Hostilities”. “The Nuba in SPLM/A have no political rights or identity issues to negotiate about and any draft framework agreement or agenda for negotiations should not tamper with the national constants”. 5. Dependence on an impartial African mediator to pass their agenda and make political gains during negotiations. Omar al-Bashir stated; “We have constants that we cannot surpass – the National Dialogue has been concluded and we have a national document that controls the political arena and we have agreed with President Mbeki in this”. 6. Approve and consider money as a mechanism for buying conscience and causing defections within members of the SPLM-N in order to weaken it as mentioned by Abdalrahman Alkhidir( using money may give better result, money usually plays an effective role in determining the results very fast where all people will be satisfied, and we can buy each and every politician bearing in mind that the approach to him requires proper analysis knowing the leader’s tendencies, hobby and personal characteristics, all family and organizational problems plus internal conflicts surrounding him). According to the leaked document, Engineer. Tarig Hamza added (For sure money will determine the cause in our favor. It is important to focus on money and we will indeed find those who can be attracted by money are ready to be bought, where nobody refuses money and particularly Dollar, and this has been experienced where most defections took place in negotiation hotels). According to their principles they have clearly shown their objectives regarding the future of the Sudanese state in general, as well as the future of the political settlement in particular. Their objectives are outlined in the following: • The attempt to isolate SPLM-N negotiation position from the National issues and sticking to the outcomes of the National Dialogue which reflect NCP’s vision and position • Maintaining the regime in power, and having the regime being controlled by the Islamic Movement. • Getting rid of their adversaries by all means on top of them is SPLM/A-N. In order to achieve the above objectives and according to the deliberations (Minutes), the means have been determined as follows: 1. Deception: As per al-Bashir’s directives (our concern is to dismantle SPLA-N in South Kordofan and that requires political and diplomatic steps with states and organizations supporting them in order to cut logistics and attract them with fake peace) as well as what was stated in recommendation No. (29) (Insure that the government wants Al Hilu’s group in order to give them fake attention and drag them to the depth of negotiation). 2. Buying conscience where the NCP depends on the money of the Islamic Movements abroad (the political money). 3. Threatening with assassinations: Causing problems and disputes between SPLM-N and some tribes in South Sudan as mentioned in recommendation No. 18 ( leading underground work with the Shuluk and Nuer tribes as well as the Equatorians to make them consider existence of Nuba SPLA in the Two Areas supporting President Salva Kiir constitutes a real threat to their political future in South Sudan). 4 Incite some South Sudan tribes against SPLM-N as state in Recommendation No.18: “inform the Nuer, Shuluk and Equatorians in a clandestine manner that the presence of SPLA-N who are supporting Salva Kiir in the Two Areas constitute a threat to their political future in South Sudan”. 5 Preparation for Genocidal war as confirmed by President Bashir (( for Alhilu’s Nuba followers we have only guns, bullets and the air they breathe. The hills where they stay will become tighter than the eye of a needle. We negotiate with SPLA in the Two Areas so that they surrender their weapons and we reclaim our land and stop Foreign Missionaries))
6 The NCP is marketing the so called (Nuba People abroad initiative) to the AUHIP, TROIKA Representatives and the international community with the aim to weaken SPLA negotiation position).
7 Discuss security arrangement before addressing the political issues with the aim to liquidate SPLA-N through the negotiation process. Conclusion
1. NCP is prolonging the war due to lack of the will to make the necessary concessions in order to reach a Comprehensive and just peace.
2. The regime is associated with non-national Foreign agent (International Islamic Movement).
3. Uniting SPLA-N – the NCP thinks the presence of the previous Chairman and Secretary General will speed up the damaging concessions they offered in the previous rounds of talks.

هذه المعلومة ضرورية لأنها تجيب على عدة أسئلة حائرة في أذهان السودانيين .. وهي : من يحكمنا ؟ ولمصلحة من تنهب موارد السودان ويقتل أهله وتنهب اموالهم بطريقة ممنهجة.

وفد الحركة الشعبية المفاوض يختتم لقاءاته التشاورية مع الآلية
إختتم وفد الحركة الشعبية المفاوض زيارته الي العاصمة الإثيوبية أديس أبابا اليوم الثلاثاء الموافق 27/11/2018 والتي جاءت تلبية للدعوة المقدمة من الآلية الإفريقية رفيعة المستوي بهدف إجراء لقاءات تشاورية ثنائية مع الآلية. وفور وصوله العاصمة أديس مساء أمس الإثنين إلتقي الوفد برئيس الآلية الإفريقية رفيعة المستوي ثابو أمبيكي وطاقمه بحضور كل من السيد عبدول محمد رئيس هيئة أركان الآلية والسيد بارني أفاكو المستشار القانوني للآلية، بالإضافة إلى الوزير رانتانا لوممرا عضو الآلية. وقد دفع الوفد بحزمة مقترحات لكسر الجمود الذي أصاب العملية التفاوضية فيما يتعلق بمرجعيات التفاوض القديمة التي تجاوزها الزمن وتخطاها الواقع وتطورات الأحداث والبدء بالملف السياسي كمدخل، بالإضافة إلى ترتيب أجندة التفاوض الأخري وتبني نهج تفاوضي منتج. وأعرب الوفد عن كامل إستعداده للإنخراط في العملية التفاوضية متي توفرت الإرادة الحقيقية والجدية المطلوبة لوقف نزيف الحرب وتحقيق السلام العادل والشامل. كما إلتقي الوفد بالمبعوث البريطاني السيد كريس تروت. الجدير بالذكر أن وفد الحركة الشعبية المفاوض قد جاء تشكيله وهيكلته علي النحو التالي: 1. عمار آمون دلدوم - رئيساً للوفد 2. عبدالله إبراهيم عباس - نائب رئيس الوفد 3. كوكو محمد جقدول - سكرتيرا 4. الجاك محمود أحمد الجاك - الناطق الرسمي باسم الوفد 5. مولانا إدريس النور شالو - المستشار القانوني للوفد 6. الأستاذة نجلاء عبدالواحد آدم - ممثلة الشؤون الفئوية والنوع 7. الطيب عبدالله فارس - عضوا 8. د. أبكر آدم إسماعيل - عضوا 9. د. أحمد عبدالرحمن سعيد - عضوا 10. الأستاذ سيلا موسي كنجي - عضوا 11. كوتي أرنستو أفجان - عضوا 12. مولانا بدرية جمعة خيار - عضوا 13. ناشون زكريا إيبي - عضوا، ومساعد سكرتير الوفد 14. جمعة إدريس كوكو - عضوا، ومساعد سكرتير الوفد 15. حسان مدوت سلاح - عضوا
