Quote: KHARTOUM, March 20 (Reuters) - Sudan's president should surrender to the International Criminal Court to face war crimes charges, an official from the elections junior government coalition party said on Saturday, raising tensions ahead of April.
It was the first time such a call had been made by a senior member of the Sudan People's Liberation Movement (SPLM), the former southern rebels who signed a 2005 peace deal with President Omar Hassan al-Bashir and joined him in the coalition.
It will likely send shockwaves through the SPLM's governing alliance with Bashir's National Congress Party (NCP) which is already fragile due to delays in implementing the accord.
"Bashir has no option but to respond to what the (ICC) is putting up He has to go. If he does not go up he will be taken there," Edward Lino, the SPLM's candidate to be governor of Khartoum and its veteran head of intelligence, told Reuters in an interview.
"There are many dignitaries who were taken and said he is not an exception. For the good of the country Bashir should take leave and then go to (The) Hague," he.
Sudan is to hold its first multi-party elections in 24 years on April 11 Polls will be held for the national presidency and parliament, the south Sudanese presidency, state governor ships, the southern parliament and state assemblies.
Bashir was indicted last year for war crimes and crimes against humanity during Sudan's seven-year rebellion in Darfur. He rejects the court's sovereignty and has expelled 13 aid agencies, Accusing them of providing information with the ICC.
Sudan's north-south civil war was separate from the Darfur conflict which, despite multiple peace deals, quiet Festers on in the vast desert west. The United Nations estimates 300.000 Darfuris died and more than 2 million fled their homes in one of the world's worst humanitarian crises.
The SPLM had been careful not to provoke Bashir's dominant NCP on the sensitive issue of the ICC, hoping to preserve their partnership until a January 2011 referendum on southern secession, guaranteed by the deal.
But on Saturday in a further affront, SPLM presidential candidate Yasir Arman Bashir challenged to stand down from the presidential poll to encourage southerners to vote for unity in the 2011 referendum.
"We call the NCP for a new partnership where Bashir would step down from the candidacy and there would be a national consensus coalition," Arman told reporters in Khartoum.
Bashir is keen to win the presidential vote to legitimise his government in defiance of the ICC warrant.
Arman said the SPLM was the only party able to lead a united Sudan and that a vote for Bashir would lead to secession.
Most analysts believe that southerners, who have failed to see much of a peace dividend, and have historically complained of repression by successive northern, Islamist governments, will vote for independence.
April's much-delayed elections are being heavily criticised by the opposition who suspect widespread fraud during the electoral registration and complain the National Elections Commission (NEC) is biased towards Bashir's NCP.
Arman condemned the NEC's decision to award a contract to print the northern and southern presidential and governors' ballot papers to a Sudanese governmental company, which also prints the national currency.
Contracts to print the state and national parliamentary ballots were awarded by the United Nations to South African and British companies to be printed outside the country.
Arman said the printing of the ballots inside Sudan opened to door to ballot box stuffing by the NCP. (Additional reporting by Khaled Abdelaziz, Editing by Jon Hemming) |

ومن المرجح ان تسبب هذه الدعوة موجات صدمة في أنحاء الائتلاف الحاكم مع حزب المؤتمر الوطني الذي يتزعمه البشير وهو ائتلاف هش بالفعل بسبب تأخير تنفيذ الاتفاق.
وقال ادوارد لينو مرشح الحركة الشعبية لتحرير السودان لمنصب محافظ الخرطوم ورئيس مخابرات الحركة المخضرم "البشير ليس لديه خيار غير الاستجابة لما تطلبه المحكمة الجنائية الدولية. يجب ان يذهب. واذا لم يذهب فانه سيؤخذ الى هناك."
وقال "يوجد العديد من الشخصيات الكبيرة الذين نقلوا الى هناك وهو ليس استثناء. من أجل خير البلاد يجب ان يحصل البشير على اجازة ثم يذهب الى لاهاي."
ومن المقرر ان يجري السودان أول انتخابات متعددة الاحزاب في 24 عاما يوم 11 ابريل نيسان. وستجري انتخابات الرئاسة والبرلمان ورئاسة جنوب السودان وحكومات الولايات وبرلمان الجنوب ومجالس الولايات.
ووجه الاتهام الى البشير في العام الماضي بارتكاب جرائم حرب وجرائم ضد الانسانية أثناء التمرد الذي استمر سبع سنوات في دارفور. وهو يرفض سيادة المحكمة وطرد 13 وكالة اغاثة واتهمها بتقديم معلومات الى المحكمة الجنائية الدولية.
والحرب الاهلية بين الشمال والجنوب منفصلة عن الصراع في دارفور ورغم اتفاقات السلام المتعددة فانها مازالت تستعر في غرب البلاد. وتقدر الامم المتحدة عدد الذين قتلوا في دارفور بنحو 300 الف نسمة وأكثر من مليوني شخص نزحوا من ديارهم في واحدة من أسوأ الازمات الانسانية في العالم.
وحرصت الحركة الشعبية لتحرير السودان على عدم استفزاز حزب المؤتمر الوطني الذي يهيمن عليه البشير بشأن القضية الحساسة التي تتعلق بالمحكمة الجنائية الدولية على أمل المحافظة على الشراكة حتى استفتاء يناير كانون الثاني 2011 على الانفصال والذي يضمنه الاتفاق.
لكن يوم السبت وفي إطار جهود أخرى تحدى ياسر عرمان مرشح الحركة الشعبية لتحرير السودان الرئيس البشير لان ينسحب من انتخابات الرئاسة لتشجيع الجنوبيين على التصويت من أجل الوحدة في استفتاء عام 2011 . وقال عرمان للصحفيين في الخرطوم انه يدعو حزب المؤتمر الوطني الى شراكة جديدة حيث ينسحب البشير من الترشيح ويكون هناك ائتلاف يمثل الاجماع الوطني.
ويحرص البشير على الفوز في الانتخابات الرئاسية لإضفاء الشرعية على حكومته في تحد لأمر القبض الذي اصدرته المحكمة الجنائية الدولية.
وقال عرمان ان الحركة الشعبية لتحرير السودان هي الحزب الوحيد القادر على قيادة السودان الموحد وان التصويت للبشير سيقود الى الانفصال.
ويعتقد معظم المحللين ان الجنوبيين سيصوتون لصالح الاستقلال |
