SA FACES a diplomatic dilemma. It invited Sudanese President Omar al-Bashir to president-elect Jacob Zuma’s inauguration on Saturday, but hopes he will stay away as the government would have to arrest him for alleged war crimes.
The International Criminal Court (ICC) issued a warrant for
al- Bashir’s arrest in March, accusing him of war crimes and crimes against humanity in the Darfur region of Sudan. In retaliation,
al- Bashir suspended major western aid agencies in his country.
A source in the Presidency said yesterday that although Al- Bashir was invited it would not be in his interests to come to SA.
“If he does, that will create a situation, and we would be forced to arrest him, and we don’t want that,” he said.
As a signatory to the Rome Statute on the ICC, SA would be compelled to arrest him should he visit here.
Government spokesman Themba Maseko confirmed that
al- Bashir had been invited, along with other ######### of state, but said his presence was “not advisable”.
Foreign affairs spokesman Ronnie Mamoepa would not comment on the dilemma Pretoria faces, saying only that Foreign Minister Nkosazana Dlamini-Zuma would give a “comprehensive briefing” on the matter tomorrow.
Foreign affairs director-general Ayanda Ntsaluba said last week confirmation had been received from 41 countries. Of these, 21 would be represented by their ######### of state, and the rest by senior officials, mainly foreign ministers and special envoys.
Ntsaluba acknowledged that the al- Bashir indictment could present a problem.
“We hope that in the interests of the relations between SA and Sudan we will not have an unfortunate event,” he said.
Al- Bashir will be a candidate in the presidential election in his country next year, Sudan’s first multiparty poll in nine years.
When the arrest warrant was issued, the African Union appointed former president Thabo Mbeki to lead mediation efforts to have it quashed or suspended on the grounds that it would jeopardise Sudan’s delicate peace process.
While peace has returned to southern Sudan, after decades of civil war, the conflict in Darfur, which began in 2003, escalated into ethnic cleansing of non-Arabs. These hostilities have claimed more than 200000 lives.[/B |

SUDANESE military ruler Omar el-Bashir has been ordered to stay away from Jacob Zuma's glittering formal inauguration as South Africa's new president or face arrest over human rights outrages in Darfur if he attempts to enter the country.
In the first major move after Mr Zuma's landslide election win, the ######### of state of four other states with "undemocratic" leaders -- those from Madagascar, Mauritania, Guinea-Bissau and Guinea -- were also told to stay away from the ceremony, which will attract kings, presidents and prime ministers from across the world to witness the swearing-in of the former goatherd and houseboy as head of state.
The move -- especially against Bashir -- was described as "meritorious" by human rights workers. It came as South Africa began a non-stop round of mass parties to celebrate Mr Zuma's election triumph, with the irrepressible President singing and dancing his way through endless street parties in Johannesburg.
With counting of votes in its final stages, Mr Zuma, 67, seemed assured of the much-vaunted two-thirds majority the ruling African National Congress needs if it decides to change the country's constitution.
"I smell 70 per cent," the Zulu declared outside ANC headquarters in Johannesburg. The counting is continuing, but I already smell 70 per cent. They (the analysts and so-called experts) never learn. Every time we go to elections they get it wrong."
Praising party workers for delivering a victory of unexpected magnitude, he told the huge throng: "You touch the ANC, you touch the nation. This is an elephant. This is a lion. You cannot topple it."
With ballots counted from more than half the registered electorate, the ANC had just under 67 per cent of the vote yesterday as millions of supporters put their faith in Mr Zuma despite corruption charges, which were dropped just two weeks ago.
At Mr Zuma's tribal home in a remote region of Zululand, cows were being slaughtered for a traditional party that will be held over the next few days.
The formal inauguration will take place on May 9. Final results were expected overnight but it seemed little could sway the outcome, while the threat posed by a breakaway group, the Congress of the People, appeared to have fizzled out.
The splinter party formed by supporters of former president and Zuma rival Thabo Mbeki looked to have taken nearly 8 per cent. The main opposition Democratic Alliance was at just under 16 per cent. |

شكراً واصل الحالة الديموقراطية في جنوب افريقيا التي استطاعت ان تواجه عبر الحقيقة والمصالحة دولة الفصل العنصري تستحق التحية، واستطاعت هذه الدولة عبر تلك الالية ان تتجاوز محن سنوات الفصل العنصري القبيح ، والان تنتخب ثالث رئيس لها بعد نضال شعبها الكبير وحزبها المؤتمر الوطني الافريقي - شتان باسم المؤتمر الوطني في السودان الذي يمارس العنصرية باقبح الصور من قتل وتشريد وابادة - وان نضال شعوب جنوب افريقيا لم تذهب سدن ، وهذه الشعوب تستحق الانحناءة لما استطاعت ان تحققه في بناءها الديموقراطي ، ورغم المشاكل الاقتصادية التي تواجه جنوب افريقيا الا ان الخطط وعزيمة هذا الشعب بالا يعود الى الوراء هو الذي سيقود هذا البلد الى التعافي من الازمات العابرة .. لنتعلم من جنوب افريقياً ، ومن شعبها القوي ومن ارثها الديموقراطي ، ومن وقفتها لنزع فتيل حرب اهلية عبر الحقيقة والمصالحة ... اين نحن من هذا البلد ؟

هذه هي الرحلة التي تمنيت أن يتحدي فيها البشير و يزور جنوب أفريقيا ...
وين ناس تيخ تراخ .... ود الباوقة و الصحاف علاء .... شايف محمد فرح زاغ بعد السؤال عن المصدر ...
خلاص ... البشير أصبح مثل الأجرب ... أو في الحقيقة مثل المصاب بأنفلونزا الخنازير ..... يتهرب الرؤساء من لقائه ....
