Since last few weeks, the host government has been preparing Juba for the forthcoming SPLM national convention(from 10 – 16 May 08) which is one of the vital events of the GOSS. As linked with this, there is a good number of GOSS initiative ongoing in Juba including operations to disarm the civilian communities, integration of yet-to-be integrated armed elements, neutralizing various criminal groups and improving overall security situation of Juba. There are evidences of active armed host government mobile forces patrolling the town from midnight till morning for last few weeks and there have been few contacts between them and the fleeting criminals in and around the town. It is extremely undesirable that any of our staff members get caught in the wrong place and wrong time during such contacts, let alone the chances of posing as opportunity targets to the criminals / OAGs.
Having analyzed the overall insecurity situation in Juba, the DDO a.i. as recommended by the SMT has decided to impose a curfew in Juba for all UN Agencies, Funds and Programmes, DPKO Civilian Staff, all INGOs and Implementing Partners under LOU with the UN System in South Sudan daily from 2300 hrs till 0500 hrs effective from 08 May 2008 until further notice. All UN Staff are to be at their residences by 2230hrs. Only drivers are to be on the road between 2230 hrs and 2300 hrs after dropping off the rest of the staff and while enroute to their residences.
The UN Security Components responding to any security incidents during this time will be exempt from the curfew.
These curfew / restrictions will be reviewed from time to time and staff will be advised accordingly.
