SPLM /SPLA Leadership requires five preventive steps to avoid brinkmanship and tribal feuds . Khalid Hassan samiltoud [email protected] We all admit that the recent gunfire , violent military calshes and the ensuing recriminations between the president of south sudan government , Salva Kiir and his sacked vice president Riak Mashar about the attempted coup attempt , were very unfortunate and came in a very critical time , while south Sudan is building its long- waited state . The successive events of killing and running amok in this fledgling state underscore that the feudal SPLM leaders are practicing what we call brinkmanship policy , i.e. the political situations are very precarious and conspicuously display the hostile and feuds between leaders of the same ruling party who are scrambling to hoard power and dominate the economy of the state , mainly the oil wealth , which is considered as the backbone of south Sudan economy . The economy of south Sudan is in its fledgling phase , and people of Sudan want peace and stability so as to build their own future in the aftermath of the civil war that engulfed the country for 50 years , terminated by signing the comprehensive peace agreement with Khartoum regime , and the ensuing constitutional referendum , which resulted in the secession of southern Sudan . the political turmoil in south Sudan could be filtered through the prism of tribal and personal feuds , because every party in this war wants to dominate all the political profiles and to impose military control on the most coveted positions in the government .. The defection of Dr. Riak Mashar and his proponents from the regime and their consequent military activities , represent the critical stage in the history of Sudan , because the political situations are now taking very hostile courses towards the unknown future , every military leader in SPLM/SPLA wants to chart his own policies and dictations , which means that the country is heading towards tribal conflicts that could result in countless deaths and consequently genocidal crimes , due to the tribal backgrounds of the incumbent SPLM leaders . Nuer leaders like Dr. Rick are mustering popular support for their domination of power , while the president Salva Kiir is pondering a plan to rein those mutinous military and civilian SPLM leaders , Salva Kiir descends from Dinka tribe , which the dominant tribe that controls most of the legislative and executive institutions of the state . The country is becoming listless and war mongers are now ready to drag the region into mass killings and tribal skirmishes , by attacking SPLA military barracks , eying to seize all military installations and weapons stockpiles in their attempt to subjugate Dinka leaders and dismantle their military structures . I have read some news articles which claim that Dr. Riak forces have seized and occupied most oil fields in Bor and other main cities in their endeavors to maintain their controls on the vital economic sites . USA is very ambivalent and lackadaisical to intervene and to salvage this dangerous situation in one of the most fledged country in Africa !! and instead , USA is calling for diplomatic means to stabilize the situations and urging both sides to stop killing and bloodshed . The generic military clashes between the two parties portend very critical and precarious future waiting southern Sudan , because the situation is now taking its tribal nature instead of power struggle . I mean that this is mainly a struggle towards civil war , rather than a contest to control power and rule . Salva Kiir is calling for diplomatic dialogue with the coup plotters to reach a divisive decisions to stop killing .. Unfortunately the defected SPLM soldiers who belong to Dr. Riak faction are running amok , in their attempts to impose their positions on the incumbent government . There are five points to salvage these precarious situations between the two warring parties , could be summarized in the following ; 1. To organize a political dialogue immediately with he aid of USA to play the role of mediator , between Salva and Riak forces . USA must put benchmarks to be met by them , i.e. to organize closed-door conference to reach irreversible solutions on ways to manage the country . 2. Appointing an American mediator to be a communication channel between the two warring parties . 3. Formulation of road-map to spell out the most required actions including the unconditional redeployment of Dr. Mashar military forces from the occupied oil fields . 4. Deployment of international forces in these oil fields , to demarcate buffer zones between the two warring parties . 5. The current Salva government should issue general amnesty to all military and civilian leaders who are involved in the attempted coup . and to grant them some top political and military positions in the regime .
