The office of the Democratic Unionist Party in USA, Washington chapter had presented the party viewpoint concerning Darfur dispute Thereafter, is submitted to the US State Department and well received by Mr. J. Small, Mr. ElMirgani the chairman of the DUP has recently Received an invitation to visit the United State, the visit is planned to take place before the return of Mr. El-Mirgani from exile.
It’s our pleasure to share with you this viewpoint for more and further discussion.

Allah Almighty Said: "In of their secret talks there is no good but if one exhorts to a deed of charity or justice or conciliation between men, (Secrecy is permissible): To him who does this, seeking the good pleasure of Allah, we shall soon give reward of the highest value" Al Nisa'aa (114)
He also said: "Let there arise out of you a band of people inviting to all that is good enjoining what is right and forbidding what is wrong: they are the ones to attain felicity" Aal Imraan (104)
He also said: "Of those we have created are people who direct (others) with truth. And dispense justice therewith" Al A'raaf (181)

The Democratic Unionist Party (D.U.P) has constantly been exerting great efforts for marinating and spreading peace in Sudan and is still pursuing that role to complete and lay the pillars for settling the dispute in Darfur in a manner and a viewpoint that rise above the interest of the party and individuals, at a time where the efforts of all its citizens are called forth. The D.U.P is undergoing this great role that is imposed on it by the nation's need for a stability and unity.
The D.U.P's participation and its leading role as regards all other parties is launched in accordance with viewpoints and steadfast principles that rest upon the base of total conciliation and national unity amongst all the citizens of Sudan, to achieve its welfare and a promising future for the coming generations.
The D.U.P incited by its historical responsibility towards peace and safety of Sudan, its unity and stability and accentuating its belief in the basic principle that Sudan is the homeland of all its people who share equal rights and duties; while maintaining the values of right and good conduct for conciliation within the right paths of what's good and virtuous.
As the D.U.P strongly believes that war shall not solve the Darfur issue, it besieges, with all the power and determination within its grasp, the warring parties and all other parties to put the interest of the nation and its nationals above all else and join forces to establish peace based on justice. May Allah Almighty guide us to the means of peace as He is the best support and the best Helper.

BASIC PRINCIPLES:-
1. The strong commitment to stop belligerent acts and hold opening fire in order to pave the way for negotiations. 2. The deliberations between the parties rejecting Abuja and the Government should be based on Abuja Peace Agreement and the Declaration of Principles signed in Abuja. 3. Agreeing on the parties believe in deliberations, the participants, the place and date and the agenda of the deliberations. 4. Agreeing on the strategy of the deliberations's aspects

BASIC DIRECTIVES:-
1. The D.U.P secures and confirms that it is committed to democracy and running of free integral elections, autonomy and independence of the judiciary, the independence of the universities and scientific research; provided that such conduct should be carried out with atmost transparency. 2. The D.U.P is of the opinion that political agreements should not reflect the war crimes that have been committed in Darfur, in the framework of restoring rights and eliminating injustices, based on the principles of conventions and national heritage between all Darfur citizens by resorting to forgiveness and conciliation amongst them.
3. The D.U.P respects the implementation of all the signed agreements and the ensuing annexes or protocols while resorting to seriousness and full veracity in accordance with fixed schedules and dates. 4. The D.U.P considers it imperative to secure national armed forces and national security institutions through an agreed process that shall reconstruct these institutions in a manner that reflects the diversified cultural and ethnic ties in Sudan.

5. The need for improving relations with neighboring Chad in particular and the other neighboring countries, in order to safeguard neighboring rights and improvising the processes that tend to organize and improve relations at all levels including the Group of West Africa. 6. The D.U.P is of the opinion that collecting weapons and disarming all irregular forces should take place according to ways and means that include all armed people and based on a protocol agreed upon between all parties in Darfur pursuant to a serious and flagrant encounter amongst them. 7. Agreeing on cease fire breaches and fostering humanitarian work, guided by the two agreements of N'jamina and Abuja signed on 8th April 2004 in N'jamina and the two protocols of Abuja pertaining to the improvement of the humanitarian and security situation in Darfur signed on 9th November 2004, and the ensuing agreements that call for the immediate constitution of processes leading to the implementation of the contents thereof.
8. The D.U.P call on the state to secure humanitarian aid for those upon whom harm has been inflicted, to facilitate the transportation of relief and subsistence, to alleviate harm off the displaced and refugees and implores the International Community to provide assistance in rehabilitating the displace and refugees on the basis of a comprehensive program to help them return to their homes and have access to economic cycle.

9. Formulating a comprehensive program for reconstructing the areas damaged by war. 10. Improvising a process that represents all regions to balance the just distribution of wealth. The basic criteria for the distribution of wealth shall be the individual need and the degree of development; taking into consideration the density of population and the standard of available services such as; education, health, water supply, safe roads and security. 11. Establishing a comprehensive program to develop human resources and the infrastructure as a basic target to Sudan, with a special consideration to areas affected by the war by setting aside a certain percentage of the national income to implement the said program. 12. The D.U.P calls for free education and free health services in Darfur in all phases and at all levels, reinstating boarding houses at schools, setting aside an emergency aid budget to reconstruct the related utilities of the above in addition to securing constant water supply.

13. Specifying a just portion out of wealths and natural resources extracted from Darfur for the benefit of its people. 14. Granting licenses for the exploration of ground wealth, utilizing the same and concluding contracts with operating companies should be a joint responsibility between the Central Government and the Region. 15. The truthful application of the federal system in all regions of Sudan with actual delegation and distribution of authorities is considered a basic factor to guarantee laying the pillars of rational governance, disciplinary measures, transparency, democracy, submission to the rule of law at all levels of governance. It is the only means for achieving peace in Sudan based on scientific suggestions by experts. 16. It is mandatory to satisfy the needs and aspirations of Darfur people in being represented in the Presidency, the sovereignty Ministries, the Services Ministries, the Economy Ministries and the Civil Service Institutions pursuant to the Declaration of principles based on the population statistics of 1993.

17. Setting immediate applicable procedures to safeguard rights to land, whether free hold or lease hold, acquired prior to the waging of war. 18. Guaranteeing the stability and independence of the Native Administration. 19. Securing water resources and pasture lands for the nomads in accordance with the recognized passage ways or whatever is agreed upon by the parties concern. 20. The D.U.P deems it necessary to establish a Fund to receive the contributions of donating countries for the reconstruction of Darfur after restoring peace; provided that Darfur people shall be effectively represented in that Fund which is accountable to the Commission of Development and Reconstruction.

21. It is mandatory that the State should pay individual and family compensations in accordance with criteria regulating the same, while applying conventions and heritage as regards blood moneys and compensations for injuries including the State contributions. 22. Setting free all political detainees held in relation to political issues in all prisons of Sudan and also any detainees held by Armed Movements. 23. The necessity for establishing a Ministry for Humanitarian Affairs and Peace in Darfur to cater for the welfare of the displaced and refugees, war victims and to adjust their life style by specifying a joint formula between the State and the displaced to shoulder their responsibility in handling their problems upon the return. 24. It is important and imperative to grant the Temporary Regional Authority in Darfur wide powers and sanctions to enable it shoulder the responsibility of implementing the agreements. 25. The D.U.P deems it necessary to establish all-round forum for all Darfur people; irrespective of their political affiliations, their ethnic ties, those who carried arms, the Native Administration and non Governmental Organizations to agree on the methodology that helps achieve peace in Darfur. Such forum should take place prior to the Darfurian-Darfurian Conference.
