1st position
NATIONAL DEMOCRATIC INSTITUTE FOR INTERNATIONAL AFFAIRS PROGRAM OFFICER/SUDAN (NATIONAL STAFF)
Summary NDI is seeking a resident program officer for the Sudan program, a position to be based in Nairobi, Kenya or in Southern Sudan. The program officer will support the resident representative for Sudan in the planning, design and implementation of democracy programs with government officials, civil society and civic groups, and other key stakeholders. This position should be filled by an individual of Southern Sudanese origins.
Primary Responsibilities • Provide support to constitutional review processes, and help ensure engagement in a broad-based, informed dialogue on the political system and Constitution to be adopted for Southern Sudan. • Facilitate and manage input from the broad range of stakeholders in the constitutional process, with some emphasis on under-represented groups, including women and marginalized constituencies. • Provide support to civic education program in Southern Sudan, encompassing activities at the grassroots level, the development of promotional materials and civic education curriculum, the production of radio broadcasts to target groups, and training on constitutional rights. • Coordinate with Sudanese and expatriate staff on program evaluation and reporting as well as program development and implementation as needed. • Develop regular political and programmatic reports to NDI/Washington headquarters in coordination with staff in Sudan. • Coordinate regular meetings of donors and democracy and governance organizations in Sudan and assist in designing and drafting formal reports and proposals to donors. • Facilitate internal office communication and support external communication in coordination with office director.
Qualifications • University degree, preferably in international relations or related subject. Additional years of relevant work experience may be substituted for educational requirement on a case-by-case basis • Minimum of five (5) years of experiencing in development or related field. • Demonstrated understanding of the history and recent developments in Sudan, particularly the Naivasha peace process, regional political dimensions, traditional leadership structures and conflict dynamics in the South. • Knowledge of constitutional development, civic participation and political processes. • Experience developing and implementing civic education programs in a field environment. • Experience developing and maintaining collaborative relationships with the international donor community and other international organizations. • Oral and written fluency in English, in addition to Arabic or other local language of Southern Sudan. • Well-organized and skilled in prioritizing and managing multiple tasks. • Excellent professional oral and written communications skills. • Flexible, diligent and team-oriented.
Comments Salary commensurate with experience.

Master’s degree preferred. • Minimum of five (5) years of international development, community organizing, political campaign, organizational development or legislative affairs experience. • Understanding of the history and recent developments in Sudan, particularly the Naivasha peace process, regional political dimensions, traditional leadership structures and conflict dynamics in the South. • Knowledge of constitutional development, civic participation and political processes. • Some experience in constitutional development and civic education across different regional settings and in a field environment. • Some experience developing and maintaining collaborative relationships with donors and other international organizations. • Experience working in a post-conflict, non-English speaking multi-cultural work environment, and a proven ability to adapt quickly to new cultures, both professionally and personally • Ability and willingness to travel to regional locations which are often remote and difficult to reach, if requested. • Well-organized and skilled in prioritizing and managing multiple tasks. • Excellent professional oral and written communications skills. • Flexible, diligent and team-oriented. • Arabic and/or local languages of Southern Sudan strongly desired but not required.
