In many occasions, Sudanese President Omar Al Bashir has renewed his invitation to the non-signatory rebel movements to join the peace process in Darfur, the Doha Document for Peace in Darfur (DDPD), which was finalized at the All Darfur Stakeholders Conference in May 2011. The Sudanese President expressed his government's willingness to pardon the non-signatory rebel movements and discuss the arrangements for joining the DDPD peace process with them.
The approach adopted by the international community focuses on the resolution of post-separation issues between Sudan and South Sudan and aims to resolve the crisis of South Kordofan and Blue Nile in line with the 2005 agreement, which led to the independence of the new state. The international community has backed the DDPD, but recently blamed Khartoum for not honoring its financial commitments to the Darfur Regional Authority which is tasked with the return of internally displaced people (IDPs) and refugees.
