Sudan’s (7+7) committee participates in Addis Ababa dialogue on November 12: official

    Khartoum-SudaneseOnline- Member of Sudanese Government delegation to Addis Ababa negotiations, Abdel Rahman Abu Middian has stressed that the national dialogue high committee known as (7+7) will participate in negotiation to be held in Addis Ababa on Nov. 12, pointing out the completion of the Khartoum’s delegation preparations for the travel to start negotiations next Tuesday.
    Abu Middian told reporters on Friday that meeting between the head of the Government delegation, Ibrahim Ghandour, and the head of the AU High-Level Implementation Panel (AUHIP) Thabo Mbeki last week set the time of the next round, noting that Khartoum’s delegation is representative of the Central Government and tasked with completing the remaining provisions in The Comprehensive Peace Agreement (CPA ) on of Blue Nile and South Kordofan states with regard to the security arrangements, the political issue, and the humanitarian situation.
    He revealed that the negotiations were well advanced and completed (7) issues out of (9) issues on the negotiating table, adding that the remaining two points concern the differences over a cease-fire and the flow of humanitarian aid
    "They are talking about a temporary cease-fire, and we would not accept it because we are talking about a comprehensive ceasefire" he confirmed
    Abu Middian pointed out that controversy focuses on flow of humanitarian aid as the Government believes that should be through the tripartite agreement between the Arabic League, the African Union and the United Nations.
    United Nations, African Union, and League of Arab States presented a proposal in 2012 that has the potential to pave the way for international humanitarian aid to reach civilian populations throughout the two Sudanese states. “Tripartite Proposal” contemplates the creation of a humanitarian oversight committee—composed of civilian representatives from the three international organizations, the government of Sudan, and the Sudan People’s Liberation Movement-North, or SPLM-N—the formation and deployment of A.U.-U.N.-L.A.S. assessment teams, and the initiation of steps to deliver necessary aid to populations in government and SPLM-N controlled areas.
