Decisions of the Chairperson of the Movement of the year 2017
Decision No. 3 (2017)
This decision may be cited as the “Comprehensive Justice Commission” establishment. In accordance with the decision of the Chairperson of the Movement dated September 2017 and in affirmation of the notions of justice and reconciliation and in order to build a nation where freedom and dignity prevail, I hereby declare the establishment of a commission to be known as the “Comprehensive Justice Commission,” and tasked with the issue of justice and reconciliation in Sudan.
This decision is issued based on the Movement’s keenness to lay down the foundations of and apply justice in Sudan, including, but not limited to, determining the number of victims and missed persons; property and villages destroyed or wiped out in conflict zones in Sudan; victims of systematic violence; and targeted civilians in the other regions of Sudan in the context of the campaigns led by the state against citizens. The comprehensive justice program also includes addressing all forms of historical grievances, compensating the victims, and holding any person who has infringed on rights of citizens, individuals, or groups, or on state properties ‘public money” accountable.
The establishment of the “Comprehensive Justice Commission” is necessitated by the lack and inexistence of justice and accountability mechanisms, on the one hand, and crippling of monitoring institutions, on the other hand, which have not only impacted institutions at the state level, but have also influenced international monitoring institutions such as the United Nations-African Union Hybrid Mission (UNAMID), which has not updated its data on the victims since 2005, despite the fact that government forces and militias have continued to commit atrocities against citizens and their properties, the most recent of which were the Kalma and Bindisi massacres last September. We hereby request that UNAMID disclose the lists of the victims since the violence broke out in Darfur and the other regions. We also request its unlimited collaboration with the Commission until comprehensive justice is achieved.
